Ripple and Coinbase CEOs Highlight CLARITY Act Momentum as Trump Pushes for Passage

The push for clearer U.S. crypto regulation gained fresh momentum after President Donald Trump urged Congress to pass the CLARITY Act during a White House crypto meeting.

The event brought together senior crypto executives and U.S. financial regulators, including Ripple CEO Brad Garlinghouse, Coinbase CEO Brian Armstrong, SEC Chair Paul Atkins, and CFTC Chair Michael Selig.

The discussions focused on the potential impact of the crypto market structure bill, including jobs, innovation, and the future of digital assets in the United States.

Crypto Leaders Discuss CLARITY Act Progress

Before the main White House event, a smaller group of crypto executives met with Commerce Secretary Howard Lutnick.

The group included Coinbase CEO Brian Armstrong, Ripple CEO Brad Garlinghouse, a16z partner Chris Dixon, and Kraken co-CEO Arjun Sethi.

According to reporting from journalist Eleanor Terrett, the discussions centered on how the CLARITY Act could encourage more crypto businesses and entrepreneurs to operate in the United States.

Supporters of the legislation argue that clearer rules could reduce uncertainty for companies building blockchain and digital asset products.

The meeting also addressed one of the remaining challenges surrounding the bill: ethics-related concerns that could affect its bipartisan support.

A final agreement on a potential bipartisan ethics proposal had not yet been announced. However, Trump characterized the legislation as strongly bipartisan and suggested that Democrats also support the bill.

Trump Urges Congress to Pass Crypto Legislation

During the White House event, Trump called on Congress to move forward with the CLARITY Act.

He described the legislation as powerful and argued that establishing a clear framework for digital assets could help the United States compete with other countries, including China.

The comments come as the crypto industry continues to push Washington for clearer rules covering digital assets and the companies operating in the sector.

For crypto businesses, the legislation could provide greater clarity over how different digital assets and market participants should be regulated.

Ripple CEO Highlights Growing Crypto Adoption

Ripple CEO Brad Garlinghouse welcomed the administration's continued focus on digital assets.

Garlinghouse pointed to the number of Americans already participating in the crypto market, saying approximately 67 million Americans hold crypto.

His argument is that crypto has moved beyond a niche market and now represents a significant group of U.S. consumers and voters.

Garlinghouse also highlighted what he sees as the administration's commitment to maintaining U.S. leadership in digital assets.

The comments come as XRP has also gained momentum, with the token rising more than 13% over the previous 24 hours to around $1.12, according to the information available at the time of the report.

Coinbase CEO Calls for Senate Action

Coinbase CEO Brian Armstrong also pointed to the administration's support for the CLARITY Act.

Armstrong said the message from the White House was clear: the administration wants the legislation passed, while the crypto industry is prepared to help move the bill through Congress.

He also pointed to the estimated 67 million Americans who own crypto and encouraged supporters to contact their lawmakers ahead of the Senate vote expected next month.

The Senate vote could become an important milestone for the legislation, particularly if lawmakers are able to resolve the remaining disagreements surrounding the bill.

CLARITY Act Odds Rise on Prediction Markets

The renewed political push has also affected expectations around the legislation.

Prediction-market odds for the CLARITY Act becoming law in 2026 increased after crypto executives attended the White House meeting and Trump publicly called for Congress to pass the bill.

While prediction markets do not guarantee an outcome, the move suggests that traders became more optimistic about the legislation's chances following the meeting.

The key question now is whether lawmakers can maintain bipartisan support and resolve the remaining issues before the Senate considers the bill.

Why the CLARITY Act Matters for Crypto

The CLARITY Act is important because the U.S. crypto industry has long operated amid uncertainty over how different digital assets should be classified and which regulators should oversee various parts of the market.

A clearer framework could make it easier for companies to understand their regulatory obligations.

For the broader industry, supporters believe this could encourage investment, attract entrepreneurs back to the U.S., and provide more certainty for businesses developing blockchain and digital asset products.

However, the legislation still faces hurdles in Congress, meaning political support will need to translate into actual legislative progress.

For now, Trump's renewed push, along with support from major crypto executives such as Garlinghouse and Armstrong, has given the CLARITY Act another boost.

The next major test will come when the Senate considers the legislation and lawmakers attempt to resolve the remaining disagreements surrounding its passage.
