Lagarde personally blocked Binance's EU MiCA license, report says

ECB President Christine Lagarde reportedly asked Greek PM Mitsotakis not to approve Binance's MiCA license. Binance withdrew its Greek filing on June 24, 2026, a week before the EU's July 1 deadline, leaving its French entity unable to offer spot, margin, or futures trading.

Lagarde personally blocked Binance's EU MiCA license, report says

ECB President Christine Lagarde personally asked Greek Prime Minister Kyriakos Mitsotakis not to approve Binance's application for a European crypto license, according to people familiar with the matter. Binance had applied in January 2026 through Greece's Hellenic Capital Market Commission (HCMC), and by late May the application was effectively ready: CEO Richard Teng was booked for a photo-op with the PM, and a press release titled "Major Milestone" was drafted.

The license Binance was chasing was a Crypto-Asset Service Provider (CASP) authorization under MiCA, the EU's crypto rulebook, which would have given it a single passport to offer services across all 27 member states. Without one, Binance was forced to cut product access and marketing to 450 million EU residents after MiCA's transition period closed on July 1, 2026, and its French entity halted spot, margin and futures trading, cutting off roughly 2 million users who were left withdrawing assets rather than trading them.

What happened in Greece

The intervention is attributed to two of Lagarde's concerns: Binance's 2023 U.S. guilty plea on money-laundering violations and the ECB's fear that the exchange's stablecoin scale would accelerate dollar dominance inside the eurozone, undercutting the ECB's own digital euro project. An HCMC official told Binance that Lagarde had called Mitsotakis directly and asked him not to approve the application. In early June, HCMC had notified the European Securities and Markets Authority (ESMA) of its intention to approve the filing. The mood changed "within a day."

On June 16, Binance said the HCMC had completed its review and considered the application compliant with MiCA requirements, while a separate report said the Greek regulator was preparing to reject the filing. Binance withdrew the application on June 24, a week before MiCA's July 1 deadline. A pivot to France produced no relief: Binance suspended crypto trading after failing to secure a MiCA license through France's AMF, the Autorité des Marchés Financiers, before the deadline.

Why the intervention is unusual

Under MiCA, the ECB has no formal authority to grant or deny CASP licenses. Authorization rests with national competent authorities such as HCMC, which makes a reported phone call from the ECB president to a head of government, asking him to lean on his own regulator, unusual on its face. Article 143 of MiCA allowed eligible firms operating under earlier national rules to continue only until July 1, 2026, or until regulators granted or refused a MiCA authorization, whichever came first. Binance's Greece filing had projected that approval would generate roughly €200 million (about $229.8 million) in tax revenue and 100 local jobs.

In 2023, Binance agreed to pay a $4.3 billion fine after pleading guilty to breaches of the Bank Secrecy Act and other U.S. anti-money-laundering and sanctions laws. Founder Changpeng Zhao stepped down as part of the U.S. resolution.

What the authorities say

HCMC has pushed back on the account. The regulator said it assessed the application "independently and exclusively" and disputed its officials' comments, adding that the ECB holds no formal licensing power under MiCA. Binance's European head Gillian Lynch said the coverage "mischaracterises how these accounts were identified, reviewed and acted upon." Neither the ECB, the Greek government, nor HCMC have publicly confirmed that Lagarde intervened.

What it means for Binance's EU roadmap

The story matters because it explains why Binance, still the largest crypto venue by volume, is locked out of the EU's regulated market while competitors get licensed. Coinbase already holds a MiCA license and has launched EU stablecoin payment partnerships. The EU has issued more than 230 MiCA licenses to competitors in the meantime. Binance, which still clears more than 45% of global spot volume as of late August 2026, has leaned on MiCA's reverse solicitation carve-out, a narrow provision for customers who approach an unlicensed foreign firm entirely on their own initiative, and routes some EU trades through an Abu Dhabi entity that MiCA treats as a third country with no passporting rights.

What to watch next

The reported intervention sits inside the ECB's broader push on a digital euro, which the EU Parliament has approved in bill form but which still needs further EU lawmaker action before issuance. The ECB currently expects to be technically ready for a possible first issuance in 2029, with a pilot planned for 2027, and has tapped Deutsche Bank, Revolut, and Stripe for the pilot. The European Commission has separately proposed giving ESMA direct supervisory responsibility for crypto-asset service providers, reducing reliance on 27 separate national structures; a June Council document showed a broad majority of member states preferred transferring only significant providers to direct ESMA supervision rather than all CASPs. For now, neither the ECB, the Greek government, nor HCMC have publicly confirmed that Lagarde intervened.
