Bitcoin recovers toward $78,000 following Binance security breach as institutional investors remain active

Bitcoin recovered toward $78,000 after the $6.3 billion Binance hack triggered a sharp cryptocurrency market selloff. The recovery came as Binance said it had covered approximately 95% of the stolen assets and began restoring withdrawals across supported networks.

Despite the security incident, institutional interest in Bitcoin remains an important source of market support. However, recent exchange-traded fund (ETF) outflows show that large investors are not buying indiscriminately.

At the same time, the cryptocurrency industry is spending heavily ahead of the November 3 US midterm elections. Political contributions could influence the regulatory environment that shapes the next phase of crypto adoption.

Together, these developments offer a more complicated picture than a simple market rebound.

Bitcoin recovers toward $78,000 after Binance security breach

Bitcoin fell below $77,000 after Binance reported a security incident involving approximately $6.3 billion in affected cryptocurrency assets. The selloff pushed BTC toward $76,400, while more than $1.5 billion in leveraged positions were liquidated across the crypto market.

The market subsequently recovered some of its losses, with Bitcoin trading near $78,000 on November 1.

Binance's response helped ease some concerns. The exchange said it had replaced or covered approximately 95% of the stolen assets using corporate funds, its Secure Asset Fund for Users (SAFU), and other reserves. It also committed to bearing the financial impact rather than passing the losses to customers.

The remaining 5% consists of less-liquid assets that may take longer to source in the required quantities.

The FBI has attributed the attack to North Korea's TraderTraitor hacking group. Investigators said the attackers were converting stolen assets, particularly into Ethereum, and could attempt further laundering.

However, the recovery in Bitcoin does not mean the security concerns have disappeared.

Binance experienced a surge in customer withdrawals after reopening services for selected assets. DefiLlama recorded more than $3.5 billion in net outflows on Sunday, although Binance said withdrawals were declining toward normal levels and represented a small share of its assets under management.

The incident remains an important test of confidence in centralized cryptocurrency exchanges.

Institutional Bitcoin demand remains important, but ETF flows turn negative

Institutional buying has become an important part of Bitcoin's market structure in 2026.

According to Coinbase Institutional's October 23 market commentary, US spot Bitcoin ETFs attracted approximately $6.4 billion in net inflows since August 1, while corporate treasuries added around $1.5 billion over the same period.

This marked a reversal from the first half of the year, when corporate treasuries were the larger source of demand.

BlackRock's iShares Bitcoin Trust (IBIT) accounted for most of the recent ETF buying. Since August 1, IBIT attracted approximately $6 billion in net inflows, compared with roughly $500 million for all other US spot Bitcoin funds combined.

However, the latest daily figures show that institutional demand can change quickly.

On October 30, US spot Bitcoin ETFs recorded approximately $643.3 million in net outflows, ending a four-session inflow streak. BlackRock's IBIT and Fidelity's FBTC accounted for the largest withdrawals.

This suggests that institutional investors are not simply accumulating Bitcoin regardless of market conditions. They are adjusting exposure in response to volatility, interest-rate expectations and broader risk sentiment.

Meanwhile, Strategy Executive Chairman Michael Saylor hinted at another Bitcoin purchase on November 1 by sharing the company's familiar purchase-chart signal.

The distinction matters: long-term institutional interest remains visible, but it should not be confused with uninterrupted buying during every market downturn.

Crypto industry spends $170 million ahead of US midterm elections

Another development shaping the cryptocurrency market is the growing political influence of digital asset companies.

According to a November 1 CoinDesk report, three major crypto-backed political action committees (PACs) have spent approximately $170 million during the 2026 US midterm election cycle.

Fairshake has been among the largest contributors, with much of the industry's high-profile spending supporting Republican candidates or opposing Democratic candidates in closely contested races.

The spending reflects the industry's effort to influence the regulatory environment surrounding digital assets.

One of the key issues is the proposed Digital Asset Market Clarity Act, commonly known as the CLARITY Act. The legislation aims to establish a clearer framework for digital asset markets and define the regulatory responsibilities of US agencies.

However, the bill failed to advance in a September 15 Senate procedural vote, leaving uncertainty over when comprehensive crypto market-structure legislation could move forward.

The November 3 elections could influence the composition of Congress and the prospects for future crypto legislation.

For the industry, the objective is not limited to supporting individual candidates. It is also about securing a regulatory environment that allows cryptocurrency exchanges, stablecoin issuers, blockchain companies, and institutional investors to operate with greater clarity.

Political spending does not guarantee favorable legislation. Even if industry-backed candidates win, major bills will still need sufficient support across Congress.

Can Bitcoin sustain its recovery?

Bitcoin's recovery toward $78,000 suggests that buyers have stepped in after the Binance-related selloff. Binance's commitment to cover customer losses and its phased restoration of withdrawals have also helped address immediate concerns.

However, several risks remain.

First, the exchange's recovery is not complete. The remaining assets still need to be sourced, and the increase in customer withdrawals shows that confidence has been tested.

Second, ETF demand has become less consistent. The $643.3 million outflow on October 30 demonstrates that institutional investors can reduce exposure even when longer-term accumulation trends remain positive.

Finally, the US political environment could become a major catalyst for the cryptocurrency industry. The midterm elections may influence the direction of future market-structure legislation, although the outcome is not guaranteed to favor digital assets.

For now, Bitcoin's ability to hold near $78,000 provides some evidence of resilience after a major security shock. But a sustained recovery will likely depend on renewed ETF demand, improving market confidence, and progress toward clearer US crypto regulation.
