Brazil Proposes New Rules for Bitcoin Mining and Trading

A new bill introduced on June 10 could reshape how Bitcoin and other cryptocurrencies are mined and traded in the country. Federal Deputy Flavio Nogueira, a member of President Lula’s party, proposed the bill in Congress. 

The bill, officially known as Bill No. 2,766/2025, targets two key groups: miners and institutional traders. It introduces a national license for Bitcoin miners and new professional standards for crypto trading. The proposed law also includes strict tax reporting rules and even opens the door to using nuclear energy for mining.

National Licenses and New Energy Options

One of the most eye-catching parts of the bill is the call for a “Digital Miner Authorization License.” Anyone who wants to mine Bitcoin in Brazil would need to apply for this license within 90 days of starting operations. A new federal authority, still to be created, would oversee the process. If miners fail to comply, they could be shut down.

The bill also looks at Brazil’s diverse energy resources. It allows miners to use nuclear power, along with solar and other renewables. This could give Brazil a leg up in eco-friendly crypto mining. Especially as the global industry faces criticism over energy use. With its growing renewable energy sector, Brazil may soon become a hotspot for clean, large-scale Bitcoin mining.

Strict Rules for Traders and Daily Tax Reports

Beyond Bitcoin mining, the law would require institutional crypto traders to get licensed. To qualify, they must hold a degree in finance or a related field or pass a government exam. A clean legal record is also required. This move aims to raise the bar for professionalism and trust in Brazil’s growing crypto markets.

Another standout part of the bill is its tax rule. Traders would need to report income from crypto trading every single day. This daily reporting is designed to boost transparency and help regulators track profits in real time. It reflects a wider push in Brazil to bring crypto into the formal financial system. The proposal also highlights the need for public access to blockchain technology.
