Cardano Copper Proposal Needs a 49% Price Rise to Break Even
Toto Finance wants 22 million ADA from Cardano's treasury for a tokenized copper reserve. By its own math, copper must rise about 49.4% to repay it.

Toto Finance has asked Cardano's treasury for 22,000,000 ADA, worth about $5 million at current prices. It wants to buy physical copper, store it in a US warehouse and issue it as a token on Cardano. The company's own numbers show the catch. The copper price would have to rise about 49.4% before the treasury gets its full 22,000,000 ADA back.
For ADA holders, this would turn shared treasury funds into a commodity position. The proposal says it plainly: "There is no guaranteed principal, yield or profit." If copper does not climb far enough, the treasury gets back less than it sends.
How the Copper Reserve Would Work
The proposal calls the project the Cardano Strategic Copper Reserve. Toto says it would "acquire independently verified COMEX Grade 1 copper cathodes" and keep them in "a COMEX-approved warehouse in the United States". It would then "tokenize them one pound per token as CuTT on Cardano". The final step is to "return 100% of the net proceeds from the eventual sale of the metal to the Cardano Treasury within 36 months."
The full proposal page puts the warehouse in the greater New Orleans area. The metal would be held for about 18 to 24 months. After that comes "an orderly liquidation process, with a mandatory final settlement by month 36."
Only Two Thirds of the Money Buys Metal
The 49.4% figure follows from how the budget is split. Of the 22,000,000 ADA requested, 14,724,409 ADA, about two thirds, goes on copper. The rest covers fees, storage, insurance and oversight. So the metal has to earn back those costs as well as its own price.
Toto's working assumes copper is bought at about $6.73 a pound and sold at about $10.06. That calculation rests on "full-budget assumptions and a constant ADA/USD rate." In practice, the metal is only half the picture. The result also depends on where ADA trades against the dollar when the copper is sold.
What Toto Would Be Paid
The proposal lists several payments to Toto itself:
- 2,640,000 ADA for technical development and project management, "payable against independently accepted milestones"
- up to 441,732 ADA for completed copper procurement and execution
- "a disclosed margin of up to 30%" on eligible third-party warehouse and insurance invoices
A further 660,000 ADA at most is set aside for an independent oversight provider. Toto names a US PwC member firm as its preferred choice. It adds that "no engagement or endorsement is claimed." The company reports receiving 0 ADA from the Cardano treasury in the preceding 24 months.
Toto Would Hold the Copper, Not the Treasury
This clause matters most to anyone weighing the risk. The proposal states that "Toto Finance Inc. is intended to acquire and hold legal title to the identified copper lots." Toto Finance Inc. is a Delaware corporation. The treasury would rely on a private company's promise to return the proceeds.
Toto acknowledges where that could go wrong. Its own text warns that "insolvency proceedings, statutory liens and creditor-priority rules can delay or reduce recoveries."
The token side is not finished either. The proposal "does not claim that the Treasury-specific issuance infrastructure, the Cardano minting policy or the independent security audit is complete." How CuTT would be issued has not been settled in a final, audited form. Accounts of the token setup do not all describe it the same way.
Discussion First, Then an On-Chain Vote
The proposal is published for community discussion on Cardano GovTool. Toto says the on-chain Treasury Withdrawal action "follows after that discussion." A voting deadline and governance action ID have not yet been confirmed from Cardano's own governance records.
The next step to watch is that on-chain submission. Once it is live, Cardano's governance participants face a plain choice. The position runs 36 months, sits with a Delaware company and needs a roughly 49% copper gain to break even. They will have to decide whether that is a use of treasury ADA they want to back.
