Hong Kong advances 24/7 blockchain settlement for tokenized government debt through Project Ensemble

Hong Kong is moving closer to round-the-clock settlement for tokenized financial assets. The Hong Kong Monetary Authority (HKMA) has upgraded its Project Ensemble pilot to support 24/7 interbank settlement of tokenized deposit transactions using tokenized central bank money.

Announced on November 2, the development allows participating banks and financial institutions to settle transactions beyond conventional banking hours. The HKMA also confirmed that recognized dealers have completed secondary-market trial trades involving tokenized Exchange Fund Bills, with plans to introduce regulated stablecoins into future trials.

The move strengthens Hong Kong's efforts to connect traditional financial markets with blockchain-based settlement infrastructure.

Project Ensemble moves to round-the-clock settlement

Project Ensemble was launched in March 2024 to explore how wholesale central bank digital money could support the settlement of tokenized assets and deposits.

Its pilot phase, EnsembleTX, began real-value transactions in November 2025. Initially, participating institutions relied on Hong Kong's existing dollar Real Time Gross Settlement system, which restricted settlement to conventional operating hours.

The latest upgrade introduces tokenized central bank money as the settlement foundation, allowing participating institutions to process transactions around the clock.

The initiative has also expanded its industry participation. The HKMA reported that EnsembleTX now involves 12 participating banks and 20 industry pioneers. These include major financial institutions and companies exploring tokenized financial applications.

Tokenized Exchange Fund Bills enter secondary-market trials

One of the most important developments involves Hong Kong's government debt market.

The HKMA confirmed that recognized dealers have completed trial transactions in the secondary market involving tokenized Exchange Fund Bills. These are short-term debt instruments issued by the monetary authority.

Secondary-market trading allows investors and institutions to buy and sell securities after their initial issuance. The HKMA's trials are designed to explore how tokenization can improve the efficiency of these transactions, including repurchase agreements, commonly known as repo trades.

The regulator plans to expand the trials to include regulated stablecoins. This would allow participants to test how stablecoins could be used alongside tokenized government debt in settlement workflows.

However, the current 24/7 capability is based on tokenized central bank money. The use of regulated stablecoins in these government debt trials is a planned next step, not a feature already confirmed as operational.

Hong Kong's digital bond market is already expanding

The latest infrastructure upgrade builds on Hong Kong's progress in issuing tokenized debt.

On September 29, the Hong Kong government announced approximately HK$20 billion in digital green bonds across Hong Kong dollars, renminbi, US dollars, and euros. It described the issuance as the largest digital bond offering of its kind globally.

The Hong Kong-dollar tranche incorporated tokenized deposits into the primary issuance settlement process through EnsembleTX. The government described it as the world's first digital bond issuance to integrate tokenized HKD deposits in this way.

This demonstrates that tokenization is moving beyond experimental asset issuance toward practical applications in financial settlement.

As Altcoin Buzz previously reported in its analysis of tokenized assets moving toward real utility and liquidity, issuing a digital representation of a traditional asset is only the first step. Reliable settlement, liquidity, transferability, and access to financial applications are necessary for these products to become useful.

Institutional finance is testing always-on settlement

Hong Kong's initiative reflects a broader institutional push to make blockchain-based financial transactions more practical.

For example, Uber recently completed a corporate treasury pilot involving HSBC tokenized deposits and Franklin Templeton's tokenized money market fund shares on the Canton Network. The transaction allowed Uber to buy fund shares on a Thursday and sell part of its holdings over the weekend, demonstrating how tokenized financial products can support treasury operations outside traditional market hours.

As Altcoin Buzz covered in its report on Uber's Canton Network pilot, the transaction showed how tokenized deposits and investment products can work together in institutional financial workflows.

Hong Kong is pursuing a similar broader objective through regulated market infrastructure, with tokenized central bank money providing the settlement layer.

What comes next for Hong Kong's tokenization plans?

The HKMA's latest upgrade provides participating institutions with a foundation for continuous settlement. Its next steps include expanding tokenized Exchange Fund Bill trials to regulated stablecoins and exploring additional applications for tokenized deposits and financial assets.

The regulator is also working with the Securities and Futures Commission to support the development of Hong Kong's tokenized financial ecosystem.

The longer-term test will be whether banks, dealers, and investors adopt these systems for regular transactions rather than limited pilots. If adoption expands, round-the-clock settlement could make it easier for institutions to manage tokenized bonds, funds, and deposits across different markets and time zones.

For now, Hong Kong has moved an important part of its tokenization infrastructure from experimentation toward real-value, always-on settlement.
